Judith H. Welch

Narrative: Ms. Welch is a Research Analyst and Technical Writer with Science Applications International Corporation, a company which delivers quality scientific and technical products and services that contribute to the security and well-being of the U.S. homeland and global communities. They provide support to the "warfighters" around the world. Ms. Welch has over 30 years of research, analysis, program evaluation/oversight, policy formulation, congressional liaison and writing experience with the Department of Defense (DoD) as a Federal employee and as a contractor with the Intelligence Community. She has served in civilian positions with the Departments of the Army and Navy, Office of the Secretary of Defense in the DoD Inspector General's Office as a Senior Report Analyst, U.S. Army Material Command IG Activity as a Program Inspector, U.S. Communications, Research and Development Command, Fort Monmouth, N.J. as a Senior Program Analyst and in overseas assignments at NATO Headquarters, Brussels, Belgium, Nahbollenbach Army Depot, Idar-Oberstein, Germany, Kaiserslautern Army Depot Complex headquarters, Kaiserslautern, Germany, where Ms. Welch was the Director of Administration. Ms. Welch also served as Staff Officer for the Director, Volunteers in Service to America, Executive Office of the President and as Executive Assistant/Newsroom Coordinator for WJLA-TV (ABC7) in Washington, DC. Since 2004, she has been employed with the Science Applications International Corporation in northern Virginia. She has provided contractor support to the Office of the Director of National Intelligence, CIA and National Geospatial-Intelligence Agency.

Ms. Welch has extensive experience with the DoD and IC in program management and oversight, research, analysis, policy formulation and technical writing. In her current position as Senior Policy Analyst and Technical Writer, she has researched, formulated and written security manuals, instructions, classification guides and governance documents for the new Sensitive Compartmented Information control system for NGA. Her office is responsible for implementing, administering and overseeing the execution of the new control system across the National System for Geospatial Intelligence.

Ms. Welch studied Social Psychology at Park University of Missouri. She is a graduate of the Defense Systems Management College and Department of the Army Inspector General School. She attended the Naval Postgraduate School, National Defense University, Brookings Institution, Federal Executive Institute and numerous Department of Defense (DoD) schools. Currently, she supports the following organizations: The Kennedy Center for the Performing Arts; Washington National Symphony Orchestra; Washington National Opera; WETA and Maryland Public Television; George Mason University College of Visual and Performing Arts; Porsche Club of America; Humane Society of the United States; A.S.P.C.A.

Ms. Welch believes that her government career and Federal service are her most outstanding accomplishments. She is a dedicated professional who always strives to make a difference through her employment and service. Her assessment reports, findings and recommendations for improvements of DoD/IC procedures and business processes significantly contributed to streamlined operations. Her work was used to promote efficiencies, strengthen the effectiveness of intelligence and defense programs and often resulted in the improved morale and welfare of the workforce.
