Work History: Previously, Mr. Arnold held the following positions: Petty Officer First Class, U.S. Navy; Quartermaster, U.S. Merchant Marine; Foreign Service Officer, Counselor of Embassy for Economic & Commercial Affairs Manila, Philippines; U.S. Consul General, Sao Paulo, Brazil; Minister Counselor for Foreign Affairs U.S. Foreign Service. After college, Mr. Arnold took the U.S. Foreign Service exam, and was inducted in 1957. Following tours in Washington DC, Cairo, Calcutta, Colombo, Manila, and Sao Paulo, he retired in 1984 after 31 years of Government service. After retiring as a Senior Associate of Booz-Allen & Hamilton, he became a consultant to the U.S. Department of State and other agencies, serving in that capacity until 2001.
