Work History: Following two years on active duty as an Armor Officer in the United States Army, Mr. Gray taught high school in upstate New York for three years. He then served as a Senior Planner on the Cayuga County Planning Board for two years. In 1971, he became the Budget Director in the Vermont Attorney General's office. In 1975, he was selected by Congressman James Jeffords of Vermont to become a Professional Staff Consultant to the U. S. House Agriculture Committee in Washington, D.C. Then, in 1977, he became the Congressman's Chief of Staff. The USDA Secretary of Agriculture selected Mr. Gray to head up the National Agricultural Lands Study (NALS) in 1979. When NALS was completed in 1981, he joined the American Farmland Trust, a private not-for-profit land conservation organization and served as Director of Policy Development. In 1986, he formed his own consulting business which he has operated for the past 21 years.

Career Accomplishments: Mr. Gray was responsible for a number of legislative efforts in farm bills and agricultural appropriations. He provided major assistance in the inclusion of the Conservation Reserve Program and the Milk Income Loss Contract Programs in the farm bills. He is primarily responsible for including an agricultural technology transfer program in the annual USDA appropriations bills. Most recently, he provided legislative assistance in securing several major organic provisions in the 2007 farm bill.
