Work History: Mr. Mullins has a U.S. Naval career spanning almost 30 years. He joined the Navy in 1972 and attained the rank of Chief Petty Officer in 1980. He was then selected and commissioned as a Surface Weapons Limited Duty Officer in 1985 and was subsequently assigned as a Weapons Officer on the USS Ajax, and after decommissioning, transferred to the USS Acadia, where he qualified as an Officer of the Deck Underway, Surface Warfare Officer, and presided as the Physical Security Officer during the attack of the USS Stark. Thirty-seven sailors were killed and 21 were injured when the pilot of an Iraqi Mirage F-1 allegedly mistook the U.S. Navy Oliver Hazard Perry class frigate USS Stark for an Iranian tanker and fired two Exocets at the warship. Stark was heavily damaged, but saved by its crew and sent to Manama, Bahrain for Voyage Repairs conducted by the crew of the USS Acadia. Mr. Mullins' most significant assignments were Electronics Maintenance Officer and Command Control, Communication, Computers, Intelligence (C4I) Officer for Commander for the USS Nimitz Battle Group, Project Officer for the USS John F. Kennedy, the Naval Surface Warfare Center Port Hueneme Division Battle Force Engineering Department Officer and Ship's Battle Force Action Officer for the USS Carl Vinson and the USS Abraham Lincoln. He retired from the Navy in March, 2001. After leaving the Navy, Mr. Mullins served as a Senior Project Engineer during the USS NIMITZ sail around departing a week after 9/11, and was promoted to Director of Warfare System Integration for CACI, a defense contractor. In 2004, Mr. Mullins co-founded his own company, Quality Innovative Solutions, Inc., (dba QI-Solutions®) which is a Veterans' Administration (VA) Verified Service Disabled Veteran Owned Small Business headquartered in Oxnard, California.
