Work History: Mr. Dougherty formerly served in various positions at the U.S. Department of Energy including Deputy Chief of Staff - Office of Energy Efficiency and Renewable Energy, Acting Director of Wind and Hydro Power Division and Senior Advisor in the Office of Policy and International Affairs.

Career Accomplishments: In 1996, Mr. Dougherty designed and lead the implementation of pioneering an advanced fuel cell demonstration project at Brookhaven National Lab in Long Island, New York. From 1999 to 2008 he lead a national wind deployment program across 34 states. In 2004, Mr. Dougherty volunteered with Operation Iraqi Freedom, stationed in Baghdad, Iraq. Since 2008 he has continued to grow the clean energy practice group at SMI Inc.
